Eastern European criminals smuggled thousands of prostitutes and illegal workers into the European Union between 2000 and 2002. There is evidence that criminal gangs obtained German tourist visas for these individuals and Germany's Foreign Minister, Joschka Fischer, admitted on 14 February 2005 that he was politically responsible for failures in his Ministry to halt a sharp rise in the number of tourist visas issued by German consulates in the region.
