The document is a Commission staff working paper to inform the debate in the EU on ways to increase financing for development. At current levels of official development aid, the Millennium Development Goals are unlikely to be reached by 2015. Since the EU and its Member States are major donors of development aid, they have a particular responsibility to reflect on additional sources of development financing to help fill this gap. Increasing national aid budgets, an International Finance Facility (IFF), tax instruments, debt relief and increased aid effectiveness are analysed in further detail. |
