Divisions persist between the Council, the Commission and the European Parliament over the future European diplomatic service. The institutional implications of creating the European External Action Service (EEAS), intended to make the EU's foreign policy more coherent and efficient, were discussed on 15 March 2005 in a public hearing organised by the EP Constitutional Affairs' Committee. The debate focused on the institutional aspects and scope of the new service but no consensus was reached.
