The biggest paymasters in the European Union have privately discussed blocking the adoption of a new EU budget, causing financial chaos, unless there are big cuts to the proposed €1,000bn seven-year budget. Germany, Britain and the Netherlands have indicated that they are prepared to delay agreement on a new spending round from 2007-13 unless other Member States agree to the cuts.
