During a visit to the UK on 11 November 2004, Alvaro Gil-Robles, Commissioner for Human Rights at the Council of Europe, said he was still deeply opposed 'in principle' to internment powers introduced by the UK Government in the Anti-Terrorism Crime and Security Act of 2001. Mr Gil-Robles said his criticisms would be contained in a report on the UK, intended for publication in January 2005.
