European Union Agriculture Ministers meeting at the Agriculture and Fisheries Council on 21-22 April 2004 voted to reform the Common Agricultural Policy (CAP) support for tobacco, olive oil and table olives, cotton and hops. A spokesman for CAFOD (the Catholic Agency for Overseas Development) said the agreement did not appear to be a good deal for developing countries.
