EU critics claim ‘cop-out’ as Prodi eases growth pact

In a Communication adopted on 3 September 2004, the European Commission advocates better interlinking of the instruments for EU economic governance in order to enhance the contribution of budgetary policy to economic growth. The Commission also proposes that the Stability and Growth Pact (SGP) would benefit from an increased focus on the sustainability of public finances and increased recognition of the different economic situations in an enlarged Union of 25. But financial markets warned the relaxation of the Pact could weaken fiscal discipline across the 12-country eurozone.
