The UK Chancellor Gordon Brown has agreed that first-time offenders who bring into the UK cigarettes and alcohol to sell to friends on a non-profit basis should no longer have their vehicles seized by Customs officers. Mr Brown is hoping to avoid the embarrassment of court action - the European Commissioner for the Internal Market, Frits Bolkestein, is considering taking the UK to the European Court of Justice for allegedly disrupting the EU's single market. |
