Governments across the European Union and Eastern Europe are facing difficulties in finding higher education reforms that are politically acceptable to taxpayers and students. The Organisation for Economic Development and Co-operation (OECD) has praised the UK Government's tuition fee proposals as a role model for the rest of Europe.
