A report released by the UK Treasury Department on 9 February 2004, 'Advancing Long-Term Prosperity: Economic Reform in an Enlarged Europe', says that Europe has been too slow in delivering economic reform and faces difficulties if it is to achieve its target of becoming the most dynamic economy in the world by 2010.
