The declaration was agreed upon during the meeting, that took place in Warsaw, upon initiative of Poland. The meeting was attended by representatives of 10 new member states, Slovenia (with no mandate to participate actively in the discussion), Greece, Portugal and Spain. Belgium, Ireland and Italy were also present as observers |
