The terrorist attacks in Madrid on 11 March 2004 provided a grim reminder of the threats facing Europe and underscored the need for Europe to reinforce its internal security. With open borders and the free movement of goods, services, people and capital, it is critical that the EU acts to protect its citizens and that it does so in a purposeful, consistent and transparent manner.
