The European Commission adopted a proposal on 28 October 2004 that aimed at fundamentally reshaping the EU's support scheme for certain agricultural products in its outermost regions. Under the new regulation, decision-making was planned to be decentralised, and the outermost regions would have a greater say at the programming stage. Simplified management arrangements would allow for speedier adaptation of support measures and would improve their attuning to the specific, changing needs of the outermost regions. Individual programmes for each outermost region would be presented by the Member States. |
