Press Release: Council of Europe aims to better protect the rights of people with mental disorders

Recognising that one in four people will suffer from mental health problems at some stage during their lifetime, the Committee of Ministers of the Council of Europe adopted, 22 September 2004, a Recommendation aimed at protecting the dignity and human rights of those suffering from mental disorders.
