Italy set for Libya migrant talks

Italian Prime Minister Silvio Berlusconi visits Libya on 25 August 2004 for talks on illegal mass migration with Colonel Muammar Gaddafi. The future European Union Justice Commissioner, Rocco Buttiglione, has said he backs German proposals to establish holding centres outside the EU to intercept migrants before they reach Europe.
