Requirements for airlines and sea carriers to assist authorities in preventing illegal immigration already exist at UK and EU levels. The Committee's report examines an EU proposal, tabled by the Spanish Government in March 2003, which would require carriers to co-operate national border control and immigration authorities by giving passenger information in advance of departure or where passengers have not used their return tickets. The Committee's report focuses on the justification for the proposal, its likely effectiveness in achieving its objective, whether perceived benefits are proportionate to the obligations and costs imposed on passengers and carriers, the practical implications for international travel, and the challenges it may pose to the protection of personal data.
