Electronic listening devices were found on 28 February 2003 in the British, French, German, Spanish, Italian and Austrian delegation rooms in the European Union's Justus Lipsius building. The discovery of the devices was only confirmed on 20 March 2003 after a report in the French newspaper, Le Figaro. The building is a regular meeting place for EU ministers, and houses both the Secretariat of the EU Council of Ministers and the offices of the EU's foreign policy chief, Javier Solana.
