The United States, United Kingdom and Spain tabled a new resolution on 24 February 2003 challenging the United Nations Security Council to take action to punish Iraq's failure to surrender its weapons of mass destruction. The resolution was countered by an alternative plan from France, Russian and Germany, which would give Baghdad more time.
