The purpose of the Summit is to consider the situation in Iraq, but it is a Summit that many Member States do not want. The UK Prime Minister, Tony Blair, is among those arguing that to hold such an event only 72 hours after Hans Blix's second United Nations report on weapons inspections in Iraq is too risky.
