During an exchange of remarks at the European Parliament in Strasbourg on 2 July 2003, Silvio Berlusconi, the Italian Prime Minister, insulted the German MEP, Martin Schulz, by comparing him to a Nazi concentration camp guard. Italy took over the six-month rotating Presidency of the European Council on 1 July 2003.
