The UK Foreign Secretary, Jack Straw, is to use speeches prior to the European Council in Thessaloniki on 20-21 June 2003, to spell out British resistance to any attempt to dilute its national veto on tax and foreign affairs in talks on the European Union's new constitution. The UK has more outstanding concerns over the draft constitution than any other Member State.
