The author of this Chaillot Paper, Burkard Schmitt, argues that the EU could play a useful role in the necessary reform of Europe's armaments sector because it could develop a more coherent institutional setting and bring in a broad set of relevant Community and CFSP instruments. Both could help to implement a comprehensive strategy in those three areas where action is mostly needed: procurement, research and the defence market. In particular, the paper develops a blueprint for the proposed European Armaments, Research and Capabilities Agency and shows how it could work. Moreover, it presents an outline for a European Defence Equipment Market based on Community law and gives some indication of how it could be formed. |
