Following reductions in the amount of aid granted to oily seed crops in the European Union under the 'Agenda 2000' Reporm of the Common Agriculture Policy, so that it equalled that granted to cereals in 2002/2003 the 'Blair House' agreement between Spain and the United States, relating to the restriction of oily seed crops and the non-use of edible sunflower seeds, was invalidated. The European Commission therefore confirmed, in April 2003, that there would be no limit to oily seed crops in the European Union and that edible sunflower seeds may again be grown.
