This guide was jointly published by HM Treasury, the Financial Services Authority and the Bank of England in August 2003, as the EU Financial Services Action Plan (FSAP) was nearing completion. The FSAP consists of a set of measures intended, by 2005, to achieve a Single Market in financial services across the EU as a whole.
