European Foreign Ministers agreed at the General Affairs Council in Luxembourg on 22 October 2002 that ten countries would be ready to conclude accession negotiations by December 2002. The agreement ends any doubt among Member States over the future size of the European Union, due to expand from 15 to 25 by 2004. However, Ministers did not reach any conclusions over financial arrangements for enlargement and this will be discussed at the European Council in Brussels on 24-25 October 2002. The Brussels Summit will have to consider three key issues: the total structural fund package, the level of compensation for candidate countries if they become net contributors immediately on joining, and direct agricultural payments. |
