Six Member States have formed a group known as 'Friends of Fishing'. The group published alternative reform proposals for the European Union's fisheries policy on 24 September 2002. With three months to go until EU Fisheries Ministers must adopt new regulations, the alternative proposals angered Franz Fischler, European Commissioner for Agriculture and Fisheries. Mr Fischler said 'it's important that the discussion should take place in the Council (of Ministers). It's not a good thing if a Minister thinks he can set up his own private EU'.
