Leaders steel themselves for bitter skirmishes

Article previews the European Council Summit in Brussels, 24-25 October 2002 at which leaders of Member States will debate how enlargement of the European Union should be financed. There are doubts, however, as to whether any agreement will be reached by the end of the Summit. The Danish Foreign Minister, Per Stig Moller, warned that Member States could not afford to postpone difficult decisions until the European Council in Copenhagen in December 2002.
