The European Union's first defence mission was due to take place in Macedonia in October 2002 where the EU had hoped to take over from the NATO-led 'Amber Fox' operation. However, the European Union and Turkey have again failed to reach agreement on the terms for Financial Times to NATO's assets, including planning. Turkey wants a greater say in how decisions over any operations are made and assurances that missions would not take place in areas sensitive to Turkey's security, such as the Aegean Sea.
