At a press conference in Andalucía on 18 November 2002, the Spanish Minister for Agriculture, Fisheries and Food, Miguel Arias Cañete, stated that the mid-term review of the CAP did not meet the needs of Spanish agriculture and that adjustments would have to be proposed in order to avert the grave consequences it would have for Spain.
