US, EU at odds over Nato force

Brief article previews a plan to be unveiled by the US in late September 2002 which would create a new NATO rapid response force that will operate beyond the territory of the alliance's 19 members. Several NATO and EU members fear the rapid response force could undermine the European Union's own efforts to establish a 60,000 strong rapid reaction force.
