Foreign Ministers from candidate countries forged ahead with enlargement negotiations in discussions with European Union officials on 11 June 2002, determined to conclude their agreements in time for the European Council in Copenhagen in December 2002. However, Germany, The Netherlands and Britain are not convinced that granting direct agricultural payments for candidate countries are in line with the acquis communautaire. They insist direct payments apply to current Member States only.
