In the meeting of the Council of Agriculture and Fisheries Ministers held in Brussels on 28 November 2002, during which the mid-term review of the Common Agricultural Policy came under discussion, the Spanish delegation, led by the Spanish Minister for Agriculture, Fisheries and Food, Miguel Arias Cañete, made it clear that they disagreed with the decoupling element of the proposals.
