Report from the Fourteenth APEC Ministerial Meeting, Los Cabos, Mexico, 23-24 October 2002. In the concluding statement governments said that one of the objectives of WTO negotiations should be the abolition of all forms of agricultural export subsidies and unjustifiable export prohibitions and restrictions. This would seem to suggest confrontation with the EU following its agreement on farm issues at the European Council, Brussels, 24-25 October 2002, as part of plans to finance the future expansion of the EU.
