In a speech in London on 30 April 2002, Chris Patten, European Commissioner for External Affairs, branded Britain's continuing indecision over whether or not to join the single currency 'shameful'. Mr Patten accused the (UK) Prime Minister, Tony Blair, of being caught like a 'rabbit in headlights' by the debate on the single currency.
