On 24.1.01, the European Commission urged Britain to join the European Union's exchange rate mechanism (ERM) to ensure a more stable exchange rate for the pound. In its assessment of the UK's convergence programme for 2000-2005, the Commission noted a decline in sterling's volatility in recent years. But it remained unconvinced that government policy had delivered a stable exchange rate.
