Spain blocked a deal by European Union foreign ministers at the General Affairs Council, 14 May 2001, governing movement of labour when new member states in eastern Europe join the union. Madrid was holding out for better terms on regional aid. It fears it will lose out after the EU's so-called structural funds have to be spread among new, mostly poorer, members. |
