Commissioner advocates broad vision to stop EU convention getting bogged down

The special convention on Europe's constitutional future that will meet during 2002 should be given a broad mandate beyond the narrow institutional issues that blighted the botched Treaty of Nice, according to a personal note from Michel Barnier, the European Union Commissioner who is set to be a key figure in the convention.
