This Communication sets out the criteria that the Commission shall use to assess the compatibility with the Treaty of State aid aiming at compensating stranded costs in the electricity sector. Stranded costs are investment or other commitment costs incurred by the electricity industry prior to the liberalisation of the electricity sector, that can not be recovered due to the liberalisation process.
