Speaking at the General Affairs Council meeting on 19 November 2001, External Relations Commissioner Chris Patten welcomed the vote in the fYROM Parliament adopting changes to the constitution and announced the start of the implementation of a €12 million emergency aid package. It comes over and above the considerable help, worth some €12.8 million, that the EU has been delivering during the crisis in recent weeks
