On 20 April 2004 the European Commission adopted a Communication on 'Fostering structural change: an industrial policy for an enlarged Europe'. This Communication has two purposes: Firstly, it analyses the fear that Europe is experiencing a deindustrialisation. It finds that there is no evidence of a widespread process of de-industrialisation. However, the combination of a decline in the competitiveness of Europe's industry relative to that of our main competitors, and of increased international competition, threaten to impede the process of structural change to Europe's economy. This process is necessary and must be fostered. The second purpose is to examine the response that Europe could bring to foster this process. This response comes at a number of different levels - better regulation, better synergies between the various Community policies, and strengthening the sectoral dimension of industrial policy - and considers the opportunities that the forthcoming enlargement of the EU could offer as an alternative to delocalisation. |
