EU enlargement: The Western Balkans

This research paper outlines the key elements of the EU's strategy and approach to the Western Balkans between 2003 and 2007; charts the change in attitudes towards the Western Balkans following the referendums on the Constitutional Treaty; considers the criticism of the EU strategy and sketches the current state of play in each of the Western Balkans states. This paper relates the potential candidate countries of the Western Balkans: Albania, Bosnia Herzegovina, Montenegro and Serbia (including Kosovo).
