This policy paper is one of a series of four such papers requested by the European Parliament's Committee on Foreign Affairs in connection with the European Neighbourhood Policy (ENP). It examines possible institutional arrangements for the European part of the ENP, with a specific focus on the idea of a European Economic Area (EEA) plus arrangement.
