Germany and Austria are again expected to be thwarted by other EU Member States in their attempt to overhaul their VAT systems to tackle fraudsters alleged to be stealing €17bn a year from the Berlin authorities alone. In retaliation, Germany and Austria have imposed a blockade on other VAT reforms due for discussion at the Council meeting of EU Finance Ministers, Brussels, 28 November 2006, including rules covering e-commerce and measures to cut business red tape.
