The External Relations Council, Brussels, 13 November 2006, discussed draft directives for negotiation with Russia of a new agreement to provide a comprehensive framework for EU-Russia relations after the current partnership and cooperation agreement, which expires in 2007. However, Poland vetoed the start of talks between the EU and Russia saying that Russia must first lift a ban on Polish food imports and ratify a treaty on trade in energy products.
