The Council of the European Union agreed 16 October 2006 that the EU should move ahead with pledges made in 2005 to make available EUR 2 billion annually by 2010 for 'aid for trade', in response to recommendations issued in a report by the World Trade Organisation, October 2006. The Council agreed that delivering this aid should not be linked to progress in negotiations
under the WTO's Doha Development Agenda.
