Commentary feature looks at attempts at measuring which EU member state is best at fostering and using knowledge and skills. In particular, it looks at a study from the Lisbon Council in conjunction with Deutschland Denken! eV Zeppelin University gGmbH) 'Innovation at Work: The European Human Capital Index. The index looks at 13 EU countries' ability to develop and deploy their human capital. Human capital is defined as the cost of formal and informal education expressed in euros and multiplied by the number of people living in each country. Sweden tops the European Human Capital Index in 2006, while Germany and the Mediterranean countries mark the bottom.
