The Ministerial Steering Board of the European Defence Agency (EDA) tasked the Agency, in
November 2005, to lead a wide-ranging exercise to develop an initial long-term vision of
European defence capability and capacity needs, looking some two decades ahead. This report was presented to the Ministerial Steering Board of the European Defence Agency (EU Defence Ministers) at an informal ministerial meeting, Levi, Finland, 2-3 October 2006.

The document sought to examine:

What will the world be like in 20 years time?

What will ESDP operations be like?

What tools will we need to support the European Security Strategy?

What problems and dilemmas must our defence planners confront?
