Implementation of the Landfill Directive at regional and local level

The purpose of this study is to provide an overview of the state of implementation of the Landfill Directive in Member States and its major problems and successes, as experienced by regional and local authorities, taking into account each Member State's individual means of implementation. It focuses particularly on the governance aspects of the implementation process and studies the financial and environmental impact of the Landfill Directive at regional and local level. The study confirms that waste policy is a multilevel policy, and must therefore consider the involvement of all levels of government from its conception down to its concrete application.
