Senior members of Germany's Christian Democratic Union have revolted over the slow pace of economic reform in the country, and seven of Germany's 11 conservative state premiers are refusing to approve in the Bundesrat a bill to reform Hartz IV, a benefit for the long-term unemployed introduced by the previous government.
