Abstract:

This book is concerned with the role to be played by Germany and Japan in global governance, cast as they are as secondary powers. It arises from papers presented to the fourth symposium on ‘Redefining Roles of Germany and Japan in International Relations’.

The work is organised into six parts plus an introduction and conclusion. Each part consists of a thematic pair of chapters, one dealing with Germany and one relating to Japan. Part one deals with the fundamental foreign policy orientations of the two countries and analyses the formation, and the consequence for foreign policy preferences, of their respective national identities. Part two concentrates on the security relationships of Germany and Japan. Part three explores the influence of civilian power in security issues, including a reluctance towards the use of force in times of conflict. The fourth part considers issues relating to economic integration and the influence of globalising economic challenges. Part five examines the role of foreign aid policies in the two countries. Part six concentrates upon the United Nations and the opportunities it presents for the two countries to play an active part in the maintenance of international order.

The book will interest scholars and students engaged in global governance, comparative politics and foreign policy.
